Proposed Capital Improvements Roadmap
Implementation Plan
The Capital lmprovements Roadmap was prepared by first estimating the overall cost of master plan improvements and then developing a year-by-year estimate of those improvements.
The roadmap was based on the construction phasing philosophy previously described, and much time was spent developing the roadmap in concert with projections of available TIF revenue and an overall funding analysis for TIF improvements. The resulting roadmap sets forth a reasonable schedule of capital improvements aimed at implementing the master plan vision in a timely and orderly fashion.
The roadmap incorporates a reasonable escalation of costs over the projected ten year construction period. Highlights of the Capital lmprovements Roadmap are as follows:
- Early-year focus on Greenbrier Center District, the Conference Center District, a new Community Activity Center in City Park, a TIF District-wide bike trail systeml new roadway turn lanes, an area-wide traffic model and beginning an area-wide WiFi system.
- A mid-year focus on the Stephanie Way redevelopment, a shuttle system within the Greenbrier Center and Conference Center Districts, Woodlake Drive extensionl significant upgrade to City Park, major monument signs at freeway interchanges and continuing streetscape development in the Greenbrier Center and Conference Center Districts.
- Later-year focus on streetscape development in remaining Districts, a second extension to Woodiake Drive and a transit station for a projected future rail transit system.
