A Vibrant Future for Greenbrier
As the largest mixed-use district in Hampton Roads, Greenbrier provides a safe and modern environment to work, shop, dine, lodge, relax and be entertained. Recognizing the District's importance as a community asset and source of tax revenue, the Chesapeake City Council established the Greenbrier Tax Increment Financing (TIF) District. The TIF District will provide for Greenbrier's future as an accessible, safe and vibrant mixed-use development.

What is a TIF District?

Tax Increment Financing, or TIF Districts are used in the U.S and Virginia in accordance with enabling state laws. TIF Districts allow local governments to direct a portion of identified incremental tax revenue toward improvements in a specially established district for the purpose of eliminating blight or providing economic development benefit.

A TIF District is...
A TIF District is not...

  • Allowed by state law

  • Established through a City Ordinance

  • Defined by a distinct boundary

  • In existance for a defined & limited time period

  • To fund only public infrastructure projects

  • A tool to attract private sector capital investment




  • A new tax or increased tax rate

  • Utilized to fund private development projects

  • A new idea; TIF Districts have been in use since the 1970's across the country and more recently in Hampton Roads

  • Added regulation of business or development
