Background Information

The City of Chesapeake City Council unanimously adopted the formation of a Tax Increment Financing (TIF) District for the Greenbrier business area on June 22, 2004. The Greenbrier TIF District began operating on January 1, 2005 with a base date for assessed value of real estate within the district set at January 1, 2004. The City's desire for the TIF district is to upgrade the identity and image of the Greenbrier business district in order to maintain a competitive edge over other communities in the region and elsewhere.

In 2006, the City hired IDC Architects to prepare a master plan study for the TIF district. That study is posted on this website and provides a comprehensive guideline of actions that will result in reinventing Greenbrier as a vibrant exciting place to be. Now that the plan has been completed, the City of Chesapeake has again retained the services of IDC Architects to provide all services, equipment, labor, and materials necessary for the implementation of the improvements identified in the TIF Master Plan for the Greenbrier TIF District.
